PURPOSE:To attain the effective use of a buffer by providing a head copying area to the storage area of a storage part and not storing a head when unnecessary while checking the necessity when the information is stored in the 2nd and succeeding blocks. CONSTITUTION:The head 31 is stored from an address 0 in the 1st block in an initial area storing information at each block and picture information 32 is stored to the next area. When the 2nd block information is transmitted next, only the head is stored from the address 0 of the 2nd area to a head storage area 33. Then the data of the head 33 is compared with the data of a head copying area 40. Whether or not the next picture information 34 is consecutive to the 1st block picture information 32 is discriminated and when the discrimination is attained, the picture information is stored from the address (a) of the block as to the picture information while being overlapped onto the head 33. As to the 3rd area, when the consecution exists similarly, the information is stored from the address (b).
