PURPOSE:To contrive to reduce energy, by a method wherein dried sludge is partially burnt to be kneaded with a binder and the kneaded mixture is granulated before sintered by a rotary kiln. CONSTITUTION:Dehydrated sludge with moisture of 75-85% to obtain dried sludge which is, in turn, burnt at 600-1,000 deg.C under such an oxygen deficient condition that the ratio of air to the combustible substance in sludge is 0.3-0.8 to obtain partially burnt ash containing 5-30wt% of a combustible substance. This partially burnt ash is grounded, granulated and screened to be mixed and kneaded with a binder. Subsequently, the kneaded mixture is granulated by granulator before sintered at 950-1,400 deg.C by using rotary kiln.
