PURPOSE:To contrive to reduce power, by kneading the burnt substance obtained by partially burning dehydrated sludge after drying with a binder and granulating the kneaded mixture before sintering the same by using exhaust gas. CONSTITUTION:Dehydrated sludge with moisture of 75-85% is dried to obtain dried sludge which is, in turn, burnt at 600-1,000 deg.C under such an oxygen deficient condition that the ratio of air to the combustible substance in sludge is 0.3-0.8 to obtain partially burnt ash containing 5-30wt% of combustible substance. The partially burnt ash is granulated by a granulator and the granule is mixed with 1-30wt% of the granule of a binder to perform kneading. Subsequently, the kneaded mixture is sintered at 950-1,400 deg.C.
