PURPOSE:To execute the access control in a short time and simplify the mechanism by using a single recording track and dividing the recording track to many successively allocated recording blocks. CONSTITUTION:Block address means (5c, 5d, and 20) indicate successively display numbers of plural successively allocated recording blocks on a recording tape on a basis of the rotation number of reel. Block designating means (11, 20, and 21) designate display numbers of desired recording blocks successively. The tape is driven in a high speed so that display numbers of recording blocks indicated by these both means coincide with each other, and the tape is stopped when they coincide with each other. Then, voice is recorded or reproduced on the recording block in this stop position. If a no-sound period longer than a prescribed length is detected during reproducing by a no-sound detecting circuit 47, the tape is skipped by skip means (20, 27, 6, 5a, 5b, 3, 4, and 45) to search the start of the next recording block designated by block designating means.
