NEW MATERIAL:A compound shown by the formula I (X1 and X3 are Cl, or F; X2 is H, Cl, or F; X4 is Cl, or Br; R is 1-10C alky, 3-10C alkene, 3-6C alkyne, 2-6C alkoxyalkyl, or alkylthioalkyl). EXAMPLE:N-(4-Chloro-2-fluoro-5-isopropoxyphenyl)-N'-(2,6-difluorobenzo yl)-urea. USE:A controller for insect pests. Useful as a controller for insect pests in paddy fields, plowed fields, orchards, forests and fields, bans, etc. PREPARATION:A 2,4,5-substituted-aniline shown by the formula II is reacted with a 2,6-substituted-benzoyl isocyanate shown by the formula III to give a compound shown by the formula I. The reaction is carried out by dissolving the substituted aniline shown by the formula II in an inert solvent, and titrating the compound shown by the formula III to it preferably at 0-40 deg.C.
