PURPOSE:To obtain a steel material for a steel plate having superior strength, toughness and weldability by incorporating a very small amount of Nb into a steel contg. C, Si, Mn, Ni, Cr and Mo as principal components. CONSTITUTION:The composition of a steel material for a steel plate is composed of, by weight, 0.15-0.23% C, 0.01-0.3% Si, 1-1.8% Mn, <0.01% P, <0.01% S, 0.3-1% Ni, <0.5% Cr, 0.3-1% Mo, 0.005-0.05% Nb, <0.03% Al and the balance Fe with inevitable impurities. The composition may further contain <0.05% V. Said very small amount of Nb improves the strength, especially the yield strength at about 150-300 deg.C high temp.
