PURPOSE:To avoid the effect on other slave stations by allowing a master station to exchange the transmission sequence of a data bust with a slave station requesting extension of lines and a slave station transmitting the data burst in succession to the former slave station to limit crosstalk only between the said two slave stations. CONSTITUTION:The master station 6 decreases at first transmission time regions t10-t11 of a data burst DB5 of a slave station 5 requesting line decrease to ensure the time after non-use regions t12 and succeeding, then exchanges sequentially the transmission time region of a data burst DB1 of a slave station 1 requesting line extension with the transmission time region of the succeeding data burst, and after the data burst DB1 is changed just before the said non-use region, the time region corresponding to the line extension is extended. As a result, even if a crosstalk takes place tentatively in the arrangement changing process, the slave station having an effect is limited to two stations or below and the possibility of disabled communication for the said satellite communication system is precluded.
