PURPOSE:To avoid the generation of blocking to the utmost by controlling a site revising a data in a decentralized data base so as to be changed dynamically to a master site. CONSTITUTION:When a processing such as retrieval and revision corresponding to a transaction is finished, various controls make a site inputted and generated for the transaction as a tentative master site S0 and the other sites are used as tentative slave sites S1 and S2. Then the master site is changed dynamically to a site being under revision, e.g., the slave site S2 so that the blocking is hardly caused to the tentative slave site S1. The change is executed by master site change means 1-1, 2-1, 3-1 and it is executed by using the site to be revised as the master site.
