PURPOSE:To carry out hydrorefoming of coal liquid without consuming hydrogen in vain, by selectively hydroreforming a light fraction of a hydroliquefaction product from coal and facilitating separation of solids such as a hydrogenation catalyst. CONSTITUTION:Coal 1 is liquefied by hydrogenation (5) in a state of a slurry in a medium oil 3 in the presence of a catalyst and the reaction product is separated (6) into a vapor phase and a liquid phase at a high temp. After hydroreforming (9) by contact with a catalyst, the obtd. vapor phase 7 is separated (12) into a gas and a light oil fraction at a low temp. Said liquid phase 8 is separated into a solid fraction 17 and a hydrogenation liquid oil 18, which is used as said medium oil 3. Liquefaction and reforming of coal by hydrogenation is carried out by a plant having the above-described constitution.
