PURPOSE:To increase the number of subscribers using a communication terminal device independently of number of communication terminal device by providing a subscriber identification reception function to a communication terminal allocating device so as to give a means of subscriber identification information reception in advance to a personnel to whom the use of a portable communication terminal device is admitted. CONSTITUTION:A subscriber number is transmitted to a controller 22 by loading an identification card 3 to a subscriber identification information receiver 21. In extracting an optional portable communication terminal device from a terminal device storage section next, the terminal device storage section reads the extracted terminal device number and transmits it to the controller 22. Thus, the controller 22 recognizes that the extraction of the communication terminal device is finished and transmits the subscriber number received the device and the communication terminal device number in pairs to an exchange processing unit 12. The unit 12 stores the correspondence of the numbers to a subscriber information memory. When a connection request comes to a subscriber of the communication terminal device, the unit 12 checks the said memory and recognizes the terminal number on a communication network corresponding to the terminal device number.
