PURPOSE:To provide a spraying agent obtained by dissolving coal ash and a hardener in fresh water at specific ratios, capable of preventing the scattering of dust without increasing the COD and NOx concentration, and applicable to a bulk-handling apparatus. CONSTITUTION:The objective spraying agent is obtained by dissolving (A) 50-75(wt)% coal ash (e.g. fly ash) and (B) 0.5-2% hardener (e.g. quick lime, limestone, etc.) in fresh water. 1-5 liters of the agent is sprayed per unit area.
