PURPOSE:To prevent the robbery and forgery of an IC card and to avoid the foul use of the card by using a means which supplies other secret data to a memory with the coincidence output of a comparison means and at the same time reads out the card collation data. CONSTITUTION:Both the initial collation number 'IPIN' and a collation number 'PIN' stored in a memory area 61b are selected by the 1st selector 62 and sent to the 2nd selector 63. The production master key data 'PMK' stored in the area 61b is read out to the selector 63. The output of the selector 63 is supplied to a comparator 64 together with the holding data of a data latch circuit 57. The comparator 64 outputs the result of comparison between both input data to an OR circuit 65. The output of an AND circuit 66 is sent to an EP-ROM write controller 59 and read controller 60 as an enable signal respectively.
