PURPOSE:To fix a horizontal oscillating frequency and to prevent an abnormal oscillating sound by fixing an electric potential of the output generating point of a phase comparing circuit by an electric potential difference of a Zener diode. CONSTITUTION:When a noise pulse is impressed to a terminal 2 and supplied through a synchronizing separating circuit 3 to the base of a transistor 4, a differential amplifying circuit composed of transistors 8 and 9 is operated almost over one period of a saw tooth wave voltage impressed to a terminal 7, and the electric potential of the output generating point Z descends in proportion to the electric current I2. By the lowering of voltage due to an electric current I2, a Zener diode 28 is conducted, and the voltage of the output generating point Z of a phase comparing circuit is fixed by the electric potential difference of a Zener voltage of Zener diodes 27 and 28.
