PURPOSE:To reduce the fluctuation of a room temperature and enable to achieve the reduction of operating power consumption with giving little influence to a cold/hot water supplying system by a method wherein the set value and detected value are compared with each other at fixed intervals of time in order to determine the actuating direction of a valve based upon the positive or negative value of the difference between the set value and the detected value and to determine the actuating motion time of the valve based upon the magnitude of the absolute value of said difference. CONSTITUTION:A controlling device 20 consists of a temperature detecting part 21, which receives the signal from a temperature sensor 9, a temperature setting part 22, a comparing part 23, a valve actuation instructing part 24, which calculates and amplifies the signal from the comparing part 23, and a start-and-stop instructing part 25 to instruct the start and stop of a fan 2. In addition, a valve 26 to control the circulating flow rate of a heat exchanger 3 and a valve driving device 27 to pen and close the valve 26 are employed. The valve actuation instructing part 24 and the valve driving device 27 and the start-and-stop instructing part 25 and the fan 2 are electrically connected to each other respectively. Due to the structure as mentioned above, no repetition of the full opening action and full closing action of the valve occurs, resulting in reducing the fluctuation of a room temperature, giving little influence to a cold/hot water supplying system and at the same time achieving the reduction of operating power consumption.
