PURPOSE:To output a color picture converted to an approximate color at a high speed by comparing a chrominance signal separated from NTSC color picture signals to which luminance signals and carrier chrominance signals are multiplexed, with plural reference color signals to determine to which reference color the chrominance signal approximates. CONSTITUTION:NTSC color signals 11 are inputted to a Y/C separating circuit 12 for separating luminance signals Y and carrier chrominance signals C and to a synchronizing separation circuit 12 for generating composite synchronizing signals B and synchronizing clock 14. The carrier chrominance signals 16 are inputted to a comparator circuit 17 for color discrimination. A burst signal for taking out color difference signals enters a reference color signal generating circuit 19, generates reference color signals 20 having phase difference together with the synchronizing clock 14 and outputs to a comparator circuit 17 with the chrominance signal. The chrominance signal comparator 17 detects phase of the carrier chrominance signal 16 and reference color signals 20, and finds out a reference color signal of the smallest phase difference, and outputs to an adder circuit. At the same time, it outputs information as to the signal has which color, to an encoder circuit 24.
