PURPOSE:To obtain easily local features and also to improve the pattern recognizing accuracy by extracting the boundary feature vector out of the direction exponent series extracted from a graphic pattern contour part and obtaining stable local features having high resistance to noises. CONSTITUTION:A direction exponent series extracting part 15 traces the contour part of a normalized graphic pattern stored in a common memory 20 with the pattern part set at the rightside for extraction of the direction exponent series shown by eight direction codes. A boundary feature extracting part 16 performs arithmetic processing with the direction exponent series for extraction of the boundary feature vector. A transmission processing part 17 stores the output of the part 16 to a transmission memory 22 as an initial value setting action. A discrimination processing part 18 outputs the discrimination result 19 based on the distance between the white area feature of the graphic pattern integrated by the part 17 and a standard pattern.
