PURPOSE:A pipe for oil circulation is set between the oil tank and the mixing tube to keep the ratio of the low-quality oil to water constant to produce a safe and stabilized oil-water emulsion. CONSTITUTION:A pipe B which has the top (head line) set to the same height as the oil level in the mixing tube 2 is connected to effect circulation of oil in the tank 1 through the pipe B whereby the flow rate of the low-quality oil is kept constant even when the ship hull is inclined to give the objective emulsified oil of a constant quality. EFFECT:The conventionally low-quallity oil can be utilized as a high-quality fuel without air and seal pollution using a simple installation. Further, the engine of the ships are not at all affected adversely.
