PURPOSE:To perform perfect single side impregnation with good quality, by pressing th specific place of a base material continuously sent out under tension by a barrier plate to bent the base material and forming a resin sump between the barrier plate and the base material at the bent part. CONSTITUTION:The base material 2 coming to an electric insulating plate material continuously supplied from a base material roll 1 is bent by the lower end of a barrier plate 3, which is inclined toward the advance direction of the base material 2 in such a state that the upper end thereof is present in the side of the base roll 1, so as to be protruded downwardly. The gradient angle theta of the base material 2 is set to 90-180 deg. to the horizontal direction. A resin such as a phenol resin is dripped on the upper surface 3a of the 3a of the barrier plate 3 from a resin dripping apparatus 6 and a resin sump 4 is provided to the space formed between the base material 2, which is interposed between the bent point A and the turn roll 5a provided at a position higher than said bent point A in the side of the advance direction, and the barrier plate 3 and the base material 2 is impregnated with the resin by said resin sump 4.
