PURPOSE:To attain accurate dynamic/static separation in response to actual animation and still parts by adopting the system that the absolute value of frame difference is obtained at each picture element. CONSTITUTION:An input picture signal inputted from a line 1,000 is subjected to 1 frame time delay in a frame memory 10, a frame difference is calculated by a subtractor 11 and outputted to an adder 12 in a block. The adder 12 adds the frame difference absolute values in picture elements existing in the block with the preset size, it is used as the 1st evaluation value and outputted to a multiplier 14 and a delay circuit 13 via lines 1214, 1213. An adder 15 calculates an output from a multiplier and the result is outputted to a comparator 16 as the 2nd evaluation value. The comparator 16 compares the quantity between the 2nd evaluation and the preset threshold, and when the 2nd evaluation value is larger, it is regarded that the corresponding block is in the dynamic region and logical 1 is given to an interpolation circuit 23 and a compression coding circuit 22, and when not, it is regarded that the block is in the still region, logical 0 is given to them.
