PURPOSE:To eliminate entirely blooming and smear even when an image pickup element causing substantially blooming and smear by making an optical signal incident on an image pickup section during a vertical blanking period only. CONSTITUTION:When a solid-state image pickup camera 6 is operated, a pulse signal Vp corresponding to the vertical blanking from the said camera 6 is inputted by a control section 7 to shape it into a pulse within the vertical blanking period completely. Then a drive circuit 5 energizes an LED4 for the V blanking period only. Thus, an object is lighted during the V blanking period only, the optical information during that time is subjected to photoelectric converted and stored in a memory section of the camera 6. Even when a luminous amount exceeding the capacity of the memory section of the camera 6 is made incident and there is a cause to generate blooming and smear, the excess electric charge is swept out entirely in reading the vertical 1st line and the read at the next and succeeding lines is not included entirely.
