PURPOSE:To provide a titled steel plate having excellent seam weldability and coated film adhesiveness by forming successively a discontinuous granular Sn-plated coating layer, Ni-plated coating layer and chromate-treated coating layer on the surface of the base iron of the steel plate under specific conditions. CONSTITUTION:The discontinuous granular Sn-plated coating film 2 having <=95% surface coating rate of the steel plate on the surface of the base iron 1 of the steel plate at <=2,000mg/m<2>, more preferably>=100mg/m<2> per side. The Ni-plated coating layer 4 is formed on the layer 2 at 2-500mg/m<2> per side. The chromate-treated coating film 5 is further formed on the layer 4 at about 3-20mg/m<2> per side. The high-performance stock for a seam-welded can is thus obtd. at a low cost.
