PURPOSE:To prevent a fin drive mechanism from being broken upon failure of a fin servomechanism which is actuated in association with the output of a PID adjusting unit in accordance with the rolling angle and sailing speed of a ship, by providing a stopper position changing mechanism associated with the sailing speed. CONSTITUTION:A stabilizing fin 4 is operated by means of a fin servomechanism 3 in accordance with the output of a PID adjusting unit 2 which receives the output of a rolling angle detector 1 and the output of a sailing speed meter 6. A feed-back detector 20 takes up a control signal for the fin 4 to compare the control signal with an input value 23 from the sailing speed meter 1 for operating a valiable limiter 26. At this time a small control angle is made to be preferential therefore, even if the servomechanism 3 fails, the fin is controlled only to be set at an actuating position which is determined in accordance with the sailing speed. Accordingly, it is possible to prevent the fin from operating other than those necessary. Thereby, it is possible to prevent a fin drive mechanism from being broken.
