PURPOSE:To shorten the time for renewing a picture by commanding reading of a specific part of a picture stored in a buffer memory by a memory reading commanding circuit, setting the specific part by a reading area setting circuit and thereby renewing only changing partial pictures. CONSTITUTION:When sending out picture signals, a memory reading area setting circuit 7 is driven by a controlling signal from a picture renewal commanding circuit 6, and only video signals of preset part out of video signals in a buffer memory 3 are reproduced, renewed and sent out by a memory reading area signal. At this time, after reproducing and sending out a whole picture at first, only preset area of moving part 11 is transmitted.
