PURPOSE:To attain highly accurate speed control and to omit an adjusting volume or the like by using the control voltage of a PLL circuit for controlling the frequency of a master lock to control the speed. CONSTITUTION:A part of the control voltage obtained from a low pass filter 12 is inputted to a reverse conversion circuit 24 to obtain a reference voltage Vs. Since the output voltage of the low pass filter 12 is increased in accordance with the increase of frequency, said characteristic converted into a characteristic decreasing the output voltage in accordance with the increase of the frequency by the circuit 24 to obtain the reference voltage Vs. Since the output voltage of the low pass filter 12 is an effective control voltage controlling VCO11, highly accurate control is attained and an adjusting volume or the like can be omitted.
