PURPOSE:To eliminate a troublesome case where the inhibition signal must be reset despite the increase of units by storing the past unit packing state and comparing it with the present state. CONSTITUTION:The unit packing information Si (i=1-n) are fetched successively by a microprocessor 20 via an input port 10. A fact that a unit Ui is packaged is registered to a memory 30 after deciding the information Si and then the package of the unit Ui. Then the result Sd1 of decision is delivered via an output port 40 in a normal form. Here the information showing whether the corresponding unit Ui within a memory 30 is packaged or not as long as it is decided that the fetched information Si is not packed yet. If it is decided that the unit Ui was not packaged in the past, it is decided that a device is used with no unit packaged from the start. Thus the normal result Sd1 is delivered via the port 40.
