PURPOSE:To provide the titled agent of high voltage resistance for suppressing local galvanic effect and high adherability to reinforcing rods, etc., comprising cement, isocyanate group-contg. compound, wax, and oil-soluble organic rustproofing agent specific proportion. CONSTITUTION:The objective coating agent comprising (A) 40-70wt% of cement, (B) 20-55wt% of an isocyanate group-contg. compound (e.g., an isocyanate prepolymer prepared by adding hexamethylene diisocyanate monomer to polyol), (C) 4-10wt% of mineral, animal, or vegetable base wax (e.g., petrolatum) and (D) 0.2-1wt% of an oil-soluble organic rustproofing agent.
