PURPOSE:To obtain a mixed agent for recovering efficiently metals from waste stone by mixing citric acid and ammonium chloride as a catalyst to potassium chloride and magnesium chloride and furthermore adding cobalt chloride thereto. CONSTITUTION:After mixing citric acid and ammonium chloride as a catalyst to potassium chloride and magnesium chloride, a mixed agent for forming an adsorption of metals is obtained by adding cobalt chloride to the mixture. The structure of soil which is formed by dissolving the mixed agent in water and adding the soil and cement to the mixture os porous and permeable for air and water. The negative monovalent charge is allowed to generate in the structure and the positive ion such as Ca<3+>L and Na<+> is added in a form neutral izing it. When waste stone is pulverized and added in water, heavy metals are ionized and impregnated into the above-mentioned structure and thereby the metals can be recovered by the ion exchange.
