PURPOSE:A lightweight filler having high electrical conductivity and improved durability, obtained by applying a metallic compound to the surface of a water- soluble high polymer substance which has an acidic group partially crosslinked with a metal and is made water-insoluble, and by impregnating it into the interior of the substance. CONSTITUTION:A metal or a metallic compound is applied to the surface of a water-soluble high polymer substance which has at least one acidic group based on 100 carbon atoms, wherein the acidic group is partially crosslinked with a bivalent or more valent metal and the substance is made water-insoluble, and impregnated into the interior of the substance. This substance is obtained by adding the water-soluble high polymer substance to an aqueous soluble containing a bivalent or more valent metallic ion, crosslinking partially the acidic group with the metal, bonding a monovalent or bivalent metallic ion to the remaining acidic group, applying the metal or metallic compound to the surface of the water-soluble high polymer substance and impregnating it to the interior of the substance by a reducing agent.
