PURPOSE:To perform operation surely and properly, etc. by arranging a snubbing roll and front and back bending rolls capable of moving vertically together with the snubbing roll at the positions above a coil and tip-bending the front end of coil by three rolls containing an opening roll. CONSTITUTION:A snubbing roll 9 moving vertically by means of a vertically moving cylinder 11 is provided to a vertically moving frame 13, and front and back bending rolls 15 and 16 moving synchronously with the vertical movement of roll 9 are arranged. When a coil 1 is inserted to a delivering reel drum 6, the roll 9, an opening roll 38 and an opener 39 are brought into contact with the coil 1 by actuating cylinders 11, 34. After this contact, the front end of coil 1 is delivered to a lower pinch roll 23 by rotating the drum 6. In this way, the proper tip bending of the front end of coil 1 and the passing of coil 1 are surely performed by the rolls 38 and the rolls 15, 16.
