PURPOSE:To attain ease of synchronous reproduction of sound and picture by managing unifiedly the picture and sound to store a transmission code to a file in a compressed form to improve the utilizing efficiency of the file. CONSTITUTION:A color video signal from a TV camera 1 and a sound signal from a microphone 7 are inputted to LPFs 2, 8 of a picture sound input device of a picture sound communication system, the signals are subjected to A/D conversion 3, 9 under the control of an input processing processor 13 and a synchronizing section of the picture and sound signal is detected by pre- processing sections 4, 10. Further, the picture and sound signal processed by the pre-processing sections 4, 10 under the control of a processing processor 14 and a coding processor 15 are written on picture and sound memories 5, 11, subject to transmission coding 6, 12 and combined by a multiplexer 16. The combined picture and sound signals are transmitted to a reception section via a communication interface 19. Then the picture and sound signals are repro duced respectively by the reception section having a composite/output processing and a processing processor to apply synchronous reproduction to the picture and sound.
