PURPOSE:To eliminate the film loss and improve the film yield by pressing the film cutoff end to a core with the air simultaneously with the film cutoff, applying charges to the film, and allowing the film to be adsorbed and wound on the core. CONSTITUTION:When the mill roll 14 of a core 12 is made full, an arm 24 is activated to wait at a position shown in the figure. Next, sway arms 23, 26 are activated to cut off a film 11 with a cutter 22, and the film 11 is pressed to a new core 13 by a presser roll 25. In addition, the ionized air is sprayed to the film cutoff end (a) in the direction of arrows (g), (h) from blower-type electrostatic charge applying means 20, 20a simultaneously with the cutoff, and the film cutoff end (a) is pressed to the core 13 by the wind while being applied with charges and is adsorbed and wound. Accordingly, automatic cutting and winding is performed tapelessly, thus no film is brought into contact with the core as a loss at the mill roll winding end section, and the film yield is improved.
