PURPOSE:To execute the high integration by giving a priority to a reading or writing action of information and thereafter, executing the refreshing action again. CONSTITUTION:A refreshing action is started in the internal part and the prescribed memory cell is refreshed by F', G' and H'. On its way, an external input address is changed and then the logical change is detected, a refreshing address activating signal RAV is forcibly made into a low level, a decoder activating signal XD is made also into a decoder activating signal XD, and as the result, a selection of a refreshing address and a refreshing action is stopped, and simultaneously, an NAV and an XD are activated by a usual action basic clock and the usual reading or writing action is executed for the memory cell corresponding to the external input address. When a series of a usual action is completed and further, a basic clock for refreshing is in a high level, the refreshing is started to the memory cell again.
