PURPOSE:To connect a transmission controller having a different communication speed even to a transmission line of a fixed clock speed by using a clock speed converting means. CONSTITUTION:The clock speed converting circuit 18 converts a clock 13d a clock 18a. An output circuit 19 inputs data 16b, a 10MHz clock 18a and a synchronizing control signal 17a passing through a flag pattern detection circuit 16 and outputs data 21 obtained from data 16b by a 10MHz clock synchronously with a clock on a communication line 1. Thus, the data is transmitted from the line 1 to a transmission controller having a different communication speed.
