PURPOSE:To eliminate the synchronous noise by inputting the output of phase comparator which compares the output of shift register and the phase of horizontal synchronizing signal through the low-pass filter to a voltage control type oscillating circuit and using the output of the oscillating circuit as a clock. CONSTITUTION:The horizontal synchronizing signal issued from a synchronizing signal generator and the horizontal synchronizing signal which is shifted by on horizontal cycle by a shift register circuit 18 are inputted to a phase comparator 12. The direct current potential is taken out from an output 13 of the phase comparator by a low-pass filter 14. The output 15 of the low pass filter 14 is inputted to a voltage control type oscillating circuit 16. The voltage control type oscillating circuit 16 generates the pulse 17 of a specific clock frequency. The clock pulse 17 is used as a clock signal of the shift register 18.
