PURPOSE:An aqueous pharmaceutical preparation useful as eye drops, etc., having improved water solubility of a slightly water-soluble clobetasone-17- butylate(steroid anti-inflammatory agent), comprising a complex of the drug and a beta-cyclodextrin as a main component. CONSTITUTION:Clobetasone-17-butylate (CB) which is a steroid to show strong anti-inflammatory action, but has limitation to adaptability to an aqueous phar maceutical preparation such as dye drops, etc. because of water insolubility, is treated with a beta-cyclodextrin or its derivative (cyD) such as phetakis (2,6-di-O- methyl)-beta-cyclodextrin, into a complex of the compound, solubilized in water, and easily applicable to the aqueous pharmaceutical preparation of the drug. The water-soluble complex can be extremely simply produced by adding CB to an aqueous solution of CyD and only stirring them.
