PURPOSE:To obtain the titled composition having extremely low emission of ionizing radiation such as alpha-ray, and suitable for the encapsulation of VLSI, etc., by using a filler having extremely low content of radioactive impurities and a specific flame-retardant. CONSTITUTION:An epoxy resin is compounded with (A) a filler containing <=0.005CPH/cm<2> of radioactive impurities in terms of alpha-ray (e.g. silica, alumina, etc.) and (B) a flame-retardant containing an organic phosphorus compound of formula (R1, R2 and R3 are organic substituent group or H) as at least a part of the component.
