PURPOSE:Bulk substance and a powder are used as a material sealing a vessel beneath the cooling tower and they are continuously cut out of the vessel and sieved, then the powder is allowed to come back into the vessel whereby the bulk product is economically and efficiently cut out. CONSTITUTION:The bulk coke 47 which has been extruded out of the outlet 32 of the cooling tower 31 is fed continuously and quantitatively to mixing hopper 36 by the electrically driven feeder 3. In the mixing hopper 36 and the rotary feeder 37, the gaps between bulk coke 47 are filled with coke powder 48 to effect material sealing whereby the cooling gas is nearly completely sealed. The bulk coke 47 is extruded together with the coke powder 48 by the rotary feeder 37 and continuously cut out on the outlet chute 38. In the chute 38, the coke powder 48 is stored in the powder hopper 40, while the bulk cokes 47 are allowed to slide down on the screen 39 and conveyed after piling up on the belt 45.
