PURPOSE:To attain the recognition even with similar characters having slight differences from each other by dividing a rectangular character pattern to be recognized and segmented from an input picture into M parts horizontally and N parts vertically, obtaining the histograms corresponding to the direction codes at boundary points for each of divided (MXN) pieces of areas and recognizing these histograms as the feature quantities of characters. CONSTITUTION:A direction code providing part 3 decides the direction code of a boundary point in relation to 8 picture element points adjacent to the boundary point and at the boundary point where the polarity of the picture element point of a character pattern to be recognized and segmented by a character segmenting part 2 is different from the polarity of at least one of both picture elements adjacent to each other. An area-based direction code density calculating part 4 uses the direction code of the obtained boundary point and obtains the histograms of the boundary points corresponding to the direction codes of (MXN) pieces of subareas obtained by dividing a rectangular character pattern into M and N parts horizontally and vertically respectively by the part 2. A recognizing part 5 compares the histograms regarded as the feature quantities of characters to be recognized with a dictionary 6 and extracts the candidate characters to be recognized.
