PURPOSE:To reduce the time for using a reciprocating pump, etc. and improve the water discharge efficiency of the whole by detecting the motor load by a monitor and repeating the operation of a branched valve for the suction of seawater and markedly reducing the amount of residual water of the ballast water. CONSTITUTION:When a motor load reduces, this state is detected by a motor load monitor 21, and a discharge/suction selecting valve 10 is closed immediately. When the valve 10 is closed, a limit switch 10a operates to close a branched pipe valve 13 for pump discharge, and a branched pipe valve 16 for the suction of seawater is opened. Therefore, the seawater outside a ship is introduced into a strainer tank 17 and a ballast pump 6, passing through a branched pipe P4 from a sea chest 7, and the air inside is discharged, and the inside of the pump 6 is filled with seawater, and the load of an electric motor 20 increases again. This state is detected by the monitor 21, and the valve 16 is closed, and then a limit switch 16a operates to open the valves 10 and 13, and the pump 6 is started to restart drain, and the amount of residual water is reduced markedly. Therefore, the time for using a reciprocating pump, etc. can be reduced markedly.
