PURPOSE:To improve the operating speed for forecasting by installing a quantizer incorporating a function mutltiplying a forecast factor and generating a quantized DPCM signal. CONSTITUTION:The quantizer 11 is provided, where the function multiplying a forecast factor 1/2 by an output of an FF3 and generating a quantized DPCM signal are incor- porated, and since a factor of 1/2 is multiplied, a factor 1/2 is not multiplied to the output of the quantizer 4 and an FF7 instead, and the input PCM signal is divided by 1/2 at a multiplier 10 and inputted to a 3-input 2-output D/D converter 1. Thus, when the operating speed of a multiplier 6 is faster than the operation of the 3-input 2-output D/D converter 1, since the critical path is a loop comprising the 3-input 2-output D/D converter 1, an adder 2, the FF3 and the quantizer 11, the operation speed for forecast is improved by the delay's share of a multiplier 8 than a conventional example.
