PURPOSE:To aim at prevention against a body vibration due to a sudden torque variation, by installing a damper mechanism in a tension lever in a governor mechanism making a fuel injection quantity vary, while giving it a dampper effect by means of on-off control over a solenoid valve only in time of necessitation. CONSTITUTION:A pump bearing the above caption controls position of a control sleeve being externally fitted in a plunger through a governor mechanism, including a tension lever 15, which varies a fuel injection quantity. In this case, a cylinder member 31 is screwed in a housing 1 so as to be opposed to a rocking end part of the tension lever 15, and a damper position 32 is fitted in this cylinder member thus a damper mechanism is constituted. A circumferential groove part 37 is formed on an outer circumference of the cylinder member 31, and the said part 37 is interconnected to the inside of a pump chamber 2 via interconnecting holes 38 and 39. And, an opening end of the interconnecting hole 38 is made possible to be opened or closed by a needle valve 42 of a solenoid valve 42, while this solenoid valve 42 is controlled so as to be closed only in the specified running range to be set on the basis of engine speed and load.
