PURPOSE:To improve the efficiency of the coupling between a light emitting or photodetecting element and an optical fiber by storing the light emitting or photodetecting element in the storage hole of a wiring board so that the light emission or photodetection surface faces a face plate. CONSTITUTION:A chip 14 consisting of a light emitting or photodetecting element is stored in the storage hole 15 of the wiring board 11 adhered to the face plate 12 with solder 13 so that the light emission or photodetection surface faces the plate 12, and connected to a wiring pattern 16. The plate 12 consists of plural fiber elements 12b, and light emitted from the center of the chip 14 is projected toward OA1, OA1, OA2, OB, OB1, and OB2, thereby obtaining operation equivalent to the approach of the center O of the chip 14 to an optical fiber connected to the other end surface of the plate 12 by thickness (d). Therefore, the light emitting or photodetecting element and optical fiber are coupled efficiently to increase the fiber coupling light output of the photodetecting element and the reception sensitivity of the photodetecting element.
