PURPOSE:To improve a quality of the winding style and to improve stability at the time of high speed winding by installing a cooling part at a driving part of a winding reel composed of a coiling core and a flange, a fitting part of the magnetic tape, a winding-out part and a travelling part. CONSTITUTION:A magnetic tape 2 sent from a winding-out part 1 receives a tensile control by an air column system tensile generating part 4, and then, receives a cooling by a cold wind generating part 6 and the temperature of the magnetic tape 2 falls. Thus, physical characteristics of the tape itself, for example, stiffness is improved, and as the result, an air roll-in is minimized, and at the time of high speed winding, the quality of the winding style can be improved and the stability can be improved.
