PURPOSE:To execute the stable action with a simple low-priced constitution by having a refracting plate inclined at the prescribed angle for the light shaft, a driving means to rotate periodically the refracting plate for the light sahft and plural photodetecting elements to photodetect the light through the refracting plate. CONSTITUTION:In the signal of the picture element 4-1 and the signal of the picture element 4-2 of the prescribed row, first, one row is alternately read. Next, in the signal of the picture element 4-4 and the signal of the picture element 4-3 of the adjoining row, one row is alternately read. In this way, in a memory 14, the reading is executed in the sequence different from the inputted sequence. After a picture signal outputted from the memory 14 is demodulated by a demodulating circuit 15, the signal is converted to an analog signal by a D/A converter 16 and displayed as a video in a monitor 17. Thus, by dividing into four times at 120 deg. each for one rotation, the picture is sampled, synchronized with the rotation of the glass plate, the signal from the image pick-up device is outputted and inputted into the memory and therefore, the resolution of four times as much as the image pick-up element can be obtained as an image receiving system.
