PURPOSE:To maintain the exclusive right of information even after the information is written and read by providing an exclusive right control block which controls the exclusive right of the information. CONSTITUTION:When the information is written to a data block 14, the information is supplied to an input terminal 1 together with the storage position and an exclusive right symbol of the information. Then a storage position detecting circuit 2, a write/read control circuit 3, a writing circuit 4 and contacts 8 and 9 are actuated. At the same time, a symbol is extracted out of an exclusive right control block 13 corresponding to the input storage position through an exclusive right control circuit 12. Thus the extracted symbol is discriminated from said input exclusive right symbol. Then a contact 15 is closed only when the coincidence is obtained between both symbols, and a writing action is permitted. An almost similar procedure is carried out also in case the stored information is read out of the block 14.
