PURPOSE:To emergently rescue a driver by permitting the easy release operation by a rescue worker in case of the collision accident of a car by constituting the captioned apparatus so that the release operation for a seat-belt retractor can be carried-out from the car interior side and outside the car. CONSTITUTION:When the pawl 5 of a retractor body 1 is engaged with a ratchet 4 because of the brake application, etc. for a car, and a seat belt 2 can not be freely taken-up or rewound, an operating knob 9 on the car-interior side is pushed to turn a release lever 11, and an operating rod 13 is pulled-up. Then, a boden cable 14 is pulled to turn an engagement releasing lever 11, and the pawl 5 is released from the ratchet 4, and a spool 3 can be revolved freely. While, when a driver using a belt can not release-operate by himself because of the injury, etc. in case of the collision accident of a car, a rescue worker pushes an operating knob 10 outside the car.
