PURPOSE:To improve the compression efficiency of picture data and transmission speed and to reduce the memory capacity required for storing picture data by converting picture data subjected the half tone encoding into an MH code after said data is interleaved. CONSTITUTION:When six picture elements have a piece of gradation information of 6, 6, 6, 6, 2 and 2, respectively, an exsiting MH coding has no compression effect, because such a data series 1 cannot continue the same data as it is. When this gradation data series is interleaved, the compression effect by an MH decoding 3 can be obtained because a data series 2 continue the same data. An encoding/compressing device consists of an interleave circuit 31 and an MH encoder 32. When input data, a sampling clock and an encoding start signal are given to the encoding and compressing device, it fetches the input data into a clock, counts the continuous number of the same data. It converts the data into a white MH code and the data into a black MH code when the data is composed of continuous zero data and when the data is composed of continuous '1' data, respectively, and outputs them.
