PURPOSE:To reduce a color picture simply and with high quality by separating an NTSC color picture signal to a luminance signal and a color and reducing with one period of a color sub-carrier as a basic unit. CONSTITUTION:An NTSC color picture signal stored in a picture memory 1 is separated to a luminance signal component Y and a color signal component C by using a Y/C separating circuit 2 and guided to reducing circuits 3 and 4. The reducing circuit 3 reduces the luminance signal component Y for one line each with one picture element as a basic unit. The reducing circuit 4 reduces a color signal component C with a (m) picture element as a basic unit. Respective signal components reduced at respective reducing circuits 3 and 4 are added and synthesized at an adder circuit 5 and outputs to an output picture memory 6. The picture memory 6 stores the above-mentioned reducing picture and forms a multi picture at plural divided and set picture areas.
