PURPOSE:To display continuously an optional picture region on a microfilm or record continuously it on a optical recording medium by increasing the film feeding speed at a location except the film picture reading to segment and collect the picture region without using a memory. CONSTITUTION:In displaying head picture regions (a, b) of, e.g., frames 22, 24 onto a display device in the lump, a film 21 is fast by a feeding roller 12, a frame detection mark is detected by a photodetector 65, and when an objective frame is found out, the film feeding speed is decreased, the film 21 is fed to a speed v1 synchronously with the reading speed of a solid-state image pickup element 19 to read the head (a) of the frame 22. When the read is finished, the speed of the feeding roller 12 is increased again to feed the film 21 at a speed v2, and when the next frame 24 is detected, the film feeding speed is decreased to the v1, and the image pickup element 19 reads the head (b). When the said read is finished, the film is fed in the speed v2 again to seek the next designated frame. The operation device above is repeated.
