PURPOSE:To attain device control by the voice of a specific subscriber by adjusting an exchanged voice level and an input level to a recognizer and reading the result of voice recognition to allow a personal computer to control a device to be controlled. CONSTITUTION:When a subscriber 1 makes a phone call to its own home, a call signal from a trunk 3 is received by a subscriber adaptor 4, which gives an incoming signal to the personal computer 7. When the computer 7 detects an incoming signal, the computer 7 commands the start of recognition to a voice recognizing device 6. The voice from the subscriber 1 is inputted to the voice recognizer 6 via a trunk 3, an exchange 2, the subscriber adaptor 4 and a level exchange 5 from the exchange 2 and a message is transmitted to the computer 7. The computer 7 analyzes the received message to control the device 8 to be controlled. Then when the subscriber 1 completesthe message and the handset is hooked on, a restoration signal is transmitted to the computer 7 from the trunk 3 via the subscriber adaptor 4, the voice recognizer 6 receives a recognition stop command, an open command signal is transmitted to the subscriber adaptor 4 and the exchange 2 receives the restoration signal.
